Unfortunately, we don't have a cloud-accessible API at this time. We certainly understand this restricts a lot of potential use cases that we would like to eventually support, and are actively investigating what we can do in this area. If we have updates in the future on this front, this portal will definitely the place where we will announce them.
In the meantime, especially if your application is for home use, you may be able to use some device in the home (e.g. a Raspberry Pi) to proxy between a cloud service and SoundTouch devices. But this approach definitely has a number of limitations when it comes to scaling out beyond personal use.

I'm using a tracking devices platform and It support 3-rd party integrations so I need to play a notification in my Bose speaker when a vehicle enters in to geofence.
I'm no familiar enough with the SmartThings platform to fully understand it's capabilities, but SoundTouch and SmartThings do interoperate, including Audio Notifications for applicable products, so this approach may be worth exploring further.
